The new (1999) Collective Bargaining Agreement, in MS Word, PDF, and HTML formats, is attached. Some of the changes of greatest interest are: 
  • The Employee Concerns Resolution Process (the pre-grievance process) has been improved and the grievance procedure has been reworked and simplified, including an outline of what should go into a written grievance.
  • The contract now recognizes Alternative Dispute Resolution methods.
  • The Union will be getting a web site containing info of interest to employees (watch for it).
  • The section on Hours of Work has been updated.
  • A 10-day "cool-down" period has been added to Disciplinary and Adverse Actions.
  • Greater Union and employee rights have been added to RIF.
  • Greater Union and employee rights have been added to Position Classification.
  • The section on training has been expanded.
  • BPA will now cover up to $400 in dues for professional associations related to your job (increased form $300). BPAM Chapter 110 spells out the procedures. See contract section 21.03(c) for full details.
Employee rights have been expanded in the section on Overtime.

Employee rights have been expanded in the section on Travel (notably on return to residence and BPA being responsible for problems with travel arrangements).

Some employee rights have been spelled out on the new section on Duty Stations.

Also during the negotiations, we reached a number of "Recorded Understandings" (below) spelling out a greater management commitment and responsibility in the Technical Career Program.

Memoranda of Understanding regarding compressed work schedules for power schedulers and test and energization engineers are also below.
